“Shiver campaigned to build the Port of Miami and foresaw the dimensions of the new Metro-Dade government.

“His sympathies were invariably with the stubborn and the underdog. He grew to admire the Seminole Indian chief Osceola, who refused to surrender long after the war was lost.

“In 1966 he drove to a South Carolina cemetery, excavated Osceola’s grave and smuggled the bones back to Florida, where he felt they belonged.”
